You need:

Two garments with sleeves, scissors, pins and sewing machine.

How to:

Use a seam ripper to detach the sleeves from a long sleeved shirt. Attach the long sleeves to the insides of the short sleeves. Or simply switch sleeves altogether for a whole new look.
